forums with a record number of participants, a lot of them
from abroad.
All of the foreign guests appreciated the considerable
improvement of Russian engineering standards and considered
many of new products to have reached the international level.
It means that a lot of enterprises working in the security
field not only could survive, but also secured their position

In June 2007 NII Stali participated in the VII-th
International Exhibition of Military Equipment, Technology
and Armament (VTTV-Omsk-2007).
There were rather few new products related to

· In May NII STALI participated in the MILEX-2007
IV-th international exhibition of military equipment (Minsk,
Byelorussia).
The exhibition was held in the usual exhibition
area of BELEXPO. There were not any significant changes in
the exhibition ideology. The number of exhibitors reduced
almost twice as compared to 2003, including foreign one. But
the number of foreign delegations accredited at the exhibition
increased more than thrice and amounted to 50.
As compared to previous exhibitions at MILEX-2007
there were fewer products related to armored vehicles protection.
Most exhibits belonged to IT, optics and electronics. Fewer
products belonged to weapons, ammunition and personalprotection
equipment. And there were very few novelties in protection
systems.
NII STALI НИИ had a common stand with the Institute
of Applied Nano Technologies and demonstrated a number of
new products with application of nano technologies to body
armor.

Is
there any future for the MBT?
The answer to this question was a most interesting
one of the issues on agenda of the traditional 8. Research-and-Application
Conference "Urgent Security Problems" which was
held in St. Petersburg in early April 2006 (organized by NPO
"Spetsmaterialy").
The conference was first held eight years ago,
when it was dedicated to thorough discussion of body armor.
Recently the range of issues discussed at the conference has
been widened and now includes protection of combat vehicles.
This year, after the much-talked-of interviews
of Mr. Serguey Ivanov, Minister of Defence of RF, and some
Army high-rank officials the position of the MBT as a self-contained
armament system of the Army has staggered. Therefore the response
of the tank-building community was expected.
Some speakers at this conference managed to
bring out clearly that MBTs do have a future. You
can see one of the reports here (in Russian).
The same issue is discussed in the article "Is
there a need for tanks in modern warfare" published
in "Armament. Politics. Conversion." (2001, No.1).

Exhibition Centre (VVC) in Moscow. It is the main yearly exhibition
of the Police/special forces equipment in Russia, and NII
STALI JSC always takes part in it.
This time we showed quite a number of interesting
products.
In the first place, it was a new multi-purpose
bulletproof vest for the Army, Police and special-purpose
forces consist of the unified ballistic fabric module with
a peculiar collar which comprises a set of armor panels made
of aluminium, titanium, steel Grade 44 or 56, or SiC ceramics.

· In September 2004 NII STALI participated in INTERPOLITEX'2004
international exhibition, which is the main annual show of enforcement
units equipment.
At this exhibition NII STALI displayed its new SiC-based
monoblock ceramics which features enhanced multi-hit capabilities
and a very low price. The material provides protection level 6 as
per Russian GOST standard and has the areal density of no more than
390-400 g/sq.dm. The company also demonstrated some other of its
new products, including a low-signature ("stealth") helmet
and bulletproof vest, which offer protection against radar acquisition;
and a modified EOD suit "Zaslon".
· In early October 2004 an interregional scientific
conference "ARMOR-2004" was held in Omsk. Among the organizers
was the government of Omsk region, Defence Ministry of Russia, Russian
Academy of sciences etc. Quite a number of Russian academic, research
and defence organizations as well as tank design bureaus took part
in the conference.
NII STALI participated in the conference with 11 papers,
two of them for oral presentation ("Protection of combat vehicles
against precision-guide.
·
The IVth RUSSIAN EXPO ARMS exhibition has finished in Nizhny Tagil
(July 6-10, 2004), at which NII STALI was exhibiting its products.
For the first time the company showed a section combining all systems
of signature reduction both of combat vehicles and warriors.
The visitors could see T-72M1 MBT fitted with "Nakidka"
kit (on the photo). At our stand we demonstrated unique radar-absorbing
performance of that material with the help of a laboratory-scale
equipment; we also showed a film about operational and combat potentials
of "Nakidka" kit. For the first time we exhibited new
"stealth" helmets and body armor undetectable by radars.
Upgraded ERA of NII STALI also attracted great attention
of military experts. Some of the projects can be found on our web-site.
· In
2004 the publishing house of Moscow State University published the
book "Russian Alphabet as System" by Boris. Makhov, member
of MADENM (International Academy of Spiritual Unity of the People
of the World). The publication was sponsored by JSC "NII Stali",
Moscow.
Using data, accumulated by science, by results of
experimental - phonetic researches and statistical processing of
speech, fundamental properties of hearing to select particular frequencies
and to form frequency groups, and also considering the system of
sounds of speech as a multiresonance hierarchical sign system, the
author for the first time offers a unitary system of sounds of the
Russian language, though the author thinks that its fundamental
principles can be applied to other languages as well. The offered
unitary system can be used for creation of improved devices for
perception, analysis and synthesis of continuous speech, systems
of automatic speech input and output for the computer, different
systems of automatic recognition of speech, in further research
of physiology of the speech apparatus and hearing, in medicine etc.
· In April 2004 in St.-Petersburg the 7-th Conference
on Safety and Protection Problems took place where all Russian power
structures and protection system manufacturers were represented.
NII Stali's experts presented 8 papers at the conference. Some of
them are published in the Russian version
of our web-site.
